A new report by the prestigious International Institute for Strategic Studies has called recent US foreign policy into serious question. The study criticizes the implementation of policy as reactive, driven more by domestic politics than national interests, and unlikely to act until too late (and then to overreact). The report rejected French fears of US global hegemony, noting that the US has "had only modest success in defending its core interests".--Stephen V Cole
