New President Bush is settling into power. He has lowered the bar on the key missile defense system, saying that even a system that works "way less than 95 percent" of the time is better than no defense at all. In Bush's plan, deterrence would be a balance between enough offense to destroy any aggressor and enough defense to make a potential aggressor unsure that an attack would succeed. --Stephen V Cole
